Is it possible to leave Pakistan with the foreign visa?

The practical solution is for Pakistani citizens intending to go abroad for work visa should get them registered at Protector before travelling for work visa. The required documents for departure are included in the official work-visa guidance of FIA and consist of a valid passport, a valid visa and a Protector stamp and for certain countries also a work permit.

Emigrant-registration for work visa travel is a system of registration of a protector in Pakistan. It is independent of the foreign visa, employment contract and destination country work permit. The process of registering is done via an Overseas Employment Promoter (OEP).

OEP stands for an overseas employment provider (OEP) business that is registered under the emigration system in Pakistan. The registration procedure relies on the OEP’s job permission and on the worker’s Foreign Service Agreement as well as the relevant identity record, insurance and payment record.

Protector registration is not another type of visa

Several documents may appear in one overseas-employment process, but they perform different functions.

A foreign work visa is not the same as Protector registration as it is registered in another country for a different purpose.

Likewise, Protector clearance is not to correct an expired visa, incorrect contract and invalid work permit.

Why Pakistan requires a separate registration process

BE and OE’s process involves more than just putting evidence in the passport.

Its current published guidance suggests the worker’s documentation is checked, the emigrant’s record is registered, a registration number is allocated and Protector evidence is lodged in the emigrant’s passport and the worker is oriented or briefed on various matters including health and legal rights.

The registration documents also connect the employment journey with records such as:

The occupation
The employment contract
The passport and CNIC
Insurance
Welfare-related payments
The OEP job permission where applicable
The Foreign Service Agreement where applicable

This makes it official record of the job leaving Pakistan.

What is so paradoxical is that Protector registration does not only come in handy at the airport. Its value starts much early, at the time of the workers’ employment and identity and recruitment documents are verified before the worker leaves Pakistan.

Choose the correct registration route

Don’t let one process go by because you think the other one is easier.

Direct employment route

This route is for if you took up the job directly from an overseas employer and not through an OEP.

BE&OE currently lists the following among its direct-registration records:

Work visa
Valid passport
CNIC
Signed employment contract or approved undertaking
Official fee-related receipts
State Life insurance certificate
Relevant NOC where applicable
Police verification for specified countries
Medical fitness report for specified countries
Soft Skills Certificate under the current applicable requirement

BE&OE’s latest page says that the Soft Skills Certificate is effective from October 18, 2025. It is advisable to candidates to still refer to the current document list as requirements are subject to change.

Registration through an OEP

For employment processed through an Overseas Employment Promoter, BE&OE currently lists records including:

OEP job permission number
Passport
CNIC
Insurance certificate
Welfare and registration records
Protector-related payment record
Bank certificate or service-charge record
Foreign Service Agreement

Permission number links the worker’s case together with the foreign job demand that has been approved for the OEP.

This is not sufficient, a valid OEP licence must be accompanied by other documents. The agency should also be properly authorized for the particular foreign demand for employment.

Can you travel without Protector registration

Don’t plan to do so when leaving Pakistan for overseas jobs.

The Protector stamp is listed as a work visa traveler in the official FAQ of FIA. The FIA immigration officers take charge of checking the documents of foreign passengers who are travelling outside the country and do the formalities required for various passengers.

A work-visa passenger who does not have Protector evidence may be unable to undergo necessary departure procedures as Protector evidence will be a requirement for appearance on the official departure list. The outcome of each specific case will be dependent on the passenger’s documents and the competent authorities no single article can predict the outcome of each case.

Do not depend on claims such as:

The airline will not check it.
Another worker travelled without it.
The recruiter knows someone at the airport.
The stamp can be arranged after arrival.
A visa printout is enough.
Immigration officers will accept a WhatsApp explanation.

None of these statements completes the official registration process.

What is meant by a Protector stamp

The term Protector stamp is used by FIA in their list of public work-visa. The registration and verification is followed by the application of a Protector sticker to the passport and signing or embossing by the Protector of Emigrants.

Applicants may also hear terms such as:

Emigrant protection
Protector endorsement
E-Protector

This may be the various components or definition of an overall registration process. The evidence you need to carry should be evidence from the official BE&OE and Protectorate process (and not an agent-generated stamp or edited image).

Where should you complete the registration

Please make use of your District’s Protectorate office.

The official office finder of BE&OE requests the applicants to identify the district given in the present address on the CNIC. It is then passed to the appropriate office of the Protectorate of Emigrants. This office finder was updated on 7th February, 2026.

BE&OE also provides the up to date jurisdiction and contact details of its Protectorate offices such as offices in Karachi, Rawalpindi, Lahore, Multan, Peshawar, Quetta, Sialkot and other areas.

If your CNIC district is in another Protectorate, don’t select the office that is nearest to your home.

How the process normally moves

The actual process might differ depending on the employment pathway but there are four broad stages in the official process.

Document submission

The worker provides all necessary identity, visa, contract, insurance and employment documents.

Verification and registration

The Protectorship checks the documents and establishes the emigrant registration record.

Passport endorsement

BE&OE points out the registration number is allocated, the Protector evidence is added and completed on the passport.

Orientation

Before the worker picks up the documents, the worker is alerted to the appropriate health, employment and legal-rights issues.

BE&OE sets the service delivery goal of two hours for Protector registration/briefing given full documents have been submitted. This does not imply that a worker will be able to arrive missing records and complete all process in two hours, it is just an administrative service.

The time for preparing the visa, contract, insurance, certificates and corrections may be extended.

What if you already purchased the flight

Once there is a confirmed ticket there is no requirement.

If departure is approaching and Protector registration is incomplete:

Contact the relevant Protectorate office immediately.
Confirm the current document list for your route.
Inform the employer or licensed OEP that departure clearance is incomplete.
Ask the airline about the fare-change conditions.
Rebook the flight if the registration cannot be completed correctly before departure.

Please do not arrive for your flight at the airport as the FIA staff members do not do Protector registration. The published process is finished at Protectorate of Emigrants and at the departure point, FIA examines the documents of travel.

Does an earlier Protector clearance cover a new job

Please don’t assume a clearance for an old visa or employer/employment contract is valid for a new one.

BE&OE’s direct-registration form includes a previous registration number and date, which suggests that worker previously registered is a part of a worker’s registration history. But the public form doesn’t specifically say that an old endorsement can be used for all subsequent trips.

Before travel, ask the relevant Protectorate to confirm what is required when:

The employer has changed.
The destination country has changed.
A new work visa has been issued.
The occupation is different.
The contract has been renewed.
The passport has been replaced.
The worker is returning after an extended stay in Pakistan.

Bring the new visa and contract and details of the previous Protector if in need of advice.

What if your documents do not match

It’s not a good practice to use protector registration to mask an inconsistency.

Pause the process when:

The passport number on the visa is incorrect.
The visa names another sponsor.
The job title differs materially from the contract.
The OEP permission relates to another occupation.
The contract contains a different salary.
The employer cannot be verified.
The visa is for a visit rather than employment.

Ask the issuing authority to rectify the document that has been issued in error. Then make sure that the Protector record is made based on the documents that have been updated.

Do not make changes to a visa, contract or passport page or Protector record yourself. The job of the FIA immigration officers is to identify counterfeit, falsified and spoiled travel papers.

Protector registration does not guarantee departure or entry

When done, this will eliminate one important paper hole. Doesn’t give an absolute right to board an airplane or to enter another country.

The airline and FIA can check the documents at the departure with the passenger’s documents as their duties require. According to the travel guide of FIA, the originality and validity of the passport and other travel documents are verified and passengers are questioned with regards to their identity and originality of their documents and visa.

Once they reach the country of immigration, it is up to the immigration authorities of the destination country whether they will permit entry or not.

The worker must therefore carry a consistent set of genuine records:

Passport → work visa → contract → work permit where required → Protector evidence → airline itinerary

The best question to ask is not if they’ve been to one of the places without Protector clearance. What is important is the fact whether the overseas employment departure is registered and supported through the existing official procedure.
