What to Do When Your Employer Does Not Meet You at the Airport

You’ve passed immigration and picked up your bag, and are at the arrivals hall but the employer’s representative is not there. There are no one on the phone, the airport is unfamiliar and several drivers are volunteering to drive you to the company.

Don’t solve the problem by the first person you meet that knows your name or destination when there isn’t an employer to pick you up at the airport. Remain in a staffed, public area, use independently verified contact information to contact the employer, record time of arrival and departure from the terminal and do not leave if there is any doubt about where you are going or who is authorizing the travel.

The failure to pick up does not = fraudulent job or work visa. This is proof of an important arrival arrangement that was unsuccessful. The seriousness is determined by the fact that an employer can be confirmed, if there are safe accommodations available, and if there is pressure or threat from anyone.

This guide is for Pakistani workers who have been granted a legal work visa to work in Saudi Arabia, UAE, Qatar, Oman, Bahrain and elsewhere. The information below is specific to a particular country, and should not be used as a universal template for emergency and labour.

The five gates before you leave the terminal

Consider the arrivals hall to be a temporary safe place. Pass 5 checking gates before entering the car, accommodation or worksite from the airport.

Gate One: Stay visible, connected and in control

Go to a brightly lit public space with an information desk, security counter, or an airline service counter or any staffed facility close to an airport.

Do not move to:

  • A distant parking area
  • A private vehicle waiting outside the official pickup zone
  • An isolated terminal exit
  • Accommodation suggested by an unknown person
  • A second airport or city without employer confirmation

Ensure the following items are not left behind, passport and phone, money, employment contract, luggage. Never give your passport to a company that states they must have it before you will be able to exit the airport.

Stabilize the immediate situation

Before making repeated calls, complete these basic actions:

  1. Connect to official airport Wi-Fi or activate mobile service.
  2. Charge your phone or reduce battery use.
  3. Save a screenshot of your current location.
  4. Tell a trusted person in Pakistan that you arrived safely but the pickup is missing.
  5. Photograph the arrivals board or another location marker showing the airport and approximate time.
  6. Keep your boarding pass, baggage receipt and immigration entry evidence.

If the employer is ever to dispute your arrival time, the records are helpful. Also, if the employer claims you didn’t show up, these records will be helpful.

If you feel physically unsafe, you are being followed, threatened or someone is trying to take your documents or your luggage, contact the airport security or the local emergency service immediately.

Gate Two: Verify the pickup person independently

This is not enough; a driver who knows your name.

Messages, tickets or documents shared during recruitment may have contained names, flight numbers, and/or company names and/or accommodation details. Check out the receiver by a trusted method of contact prior to departure.

Ask the person claiming to represent the employer:

  • What is your full name?
  • Which company sent you?
  • Who is my contact in HR?
  • What is the confirmed accommodation address?
  • What vehicle are you driving?
  • Can the employer confirm your identity directly?

Then contact the employer (or HR contact) on the number listed in your verified contract or official company correspondence/pre-departure records.

NEVER give the driver the only number he/she is asked to call to verify. That would imply that the same person is self verifying.

Use a confirmation code where possible

Write a random word or four digit code in a letter to a contact of your known employer. Inquire if the employer will be able to send that code to the authorized driver.

The driver will then verbally give you the same code.

This does not replace identification, but will minimize chances of leaving with only your visible travel information.

Gate Three: Use a structured contact ladder

Repeatedly dialing the number on the phone is not a full answer.

Call the appropriate parties in a specific sequence, and make note of all contacts.

First level: Destination-country contacts

Try:

  • Assigned driver
  • Employer’s HR department
  • Direct manager
  • Company reception
  • Sponsor or government-relations officer
  • Accommodation supervisor
  • Official corporate email address

Send a written message that gives the employer enough information to act:

I have arrived at [airport name] on [flight number] at [time]. I am waiting near [information desk or arrivals gate]. The assigned pickup has not arrived, and I will remain in the public terminal area until the driver, vehicle and destination are confirmed. Please reply with the authorized person’s full name, telephone number, vehicle details and accommodation address.

A written message creates a clearer record than several unanswered calls.

Second level: Pakistan based recruitment contact

If you have gone through an Overseas Employment Promoter, the promoter office in Pakistan is the one that is licensed. Overseas Employment Promoter is a private recruitment firm authorised by BEEO, Pakistan Ministry of Manpower, Science and Technology.

Always check on the official BE&OE licence directory and not just on the recruiter’s WhatsApp profile. Licence statuses (valid, expired, suspended, cancelled and others) are available in BE&OE’s directory.

Send the promoter:

  • Worker’s full name
  • Passport number, partly masked when possible
  • Employer’s name
  • Destination airport
  • Flight and arrival time
  • Driver’s contact details
  • Screenshots of unanswered messages
  • Current safe location

In case you are recruited via the Overseas Employment Corporation, send an email to OEC via the official channel and keep the seeds of your choice and Foreign Service Agreement. OEC is a government owned agency that is charged with the task of overseeing Government facilitated overseas employment arrangements.

Third level: Pakistan mission or Community Welfare Attaché

The Ministry of Foreign Affairs has an official list of embassies, high commissions/consulates in Pakistan. The Ministry of Overseas Pakistanis also provides details on Contact Persons of Community Welfare Attaches posted at the Pakistan Missions/Offices overseas.

A Community Welfare Attaché assists with worker-welfare matters within the mission’s jurisdiction. Contact the mission or CWA when:

  • The employer has disappeared.
  • The recruiter cannot locate the employer.
  • You have no safe accommodation.
  • Someone is demanding money for release or transport.
  • Your documents have been taken.
  • The company at the stated address denies employing you.
  • You suspect trafficking, coercion or recruitment fraud.
  • You need guidance about the appropriate local authority.

Staff can change and so can telephone numbers and jurisdictions use current government directories.

Gate Four: Classify the situation correctly

Not every missed pickup should be handled in the same way.

This classification is not being used for the purpose of diagnosis of fraud in the arrivals hall. It’s to make a choice that is fitting to the proof.

Gate Five: Confirm the destination before accepting transport

Things may get out of hand when leaving the airport. Knowing your destination prior to entering an automobile is crucial.

Confirm:

  • Full accommodation or company address
  • Driver’s identity
  • Vehicle registration
  • Employer authorization
  • Estimated journey time
  • Name of the person receiving you at the destination
  • Whether accommodation was included in your contract
  • How any transport cost will be paid

Communicate the vehicle’s number, driver’s information and real time location to a trusted individual.

Use official transport when the employer approves it

If employer has been confirmed, but the pick up has not taken place, request written permission for an official airport taxi service, regulated rides, or a hotel shuttle or other official mode of transportation.

Avoid transportation from an unmarked private vehicle, just because of its lower price.

Once told to pay by the employer, seek written confirmation before leaving the site as the employer will promise to be reimbursed. Keep the receipt.

When the employer cannot be reached

Never go to an address that you can only find out from an old WhatsApp message.

Inquire from the airport staff, the Pakistan mission, your verified recruiters or the relevant labour authority to find out where you might find the safest place for temporary accommodation. If airport staff ask you to get off the airport, ask them where they are going to get you to an official airport transport counter or to a public place.

Don’t sleep in an outdoor space alone, or go to an untended room provided by a stranger.

Verify the visa without confusing it with pickup verification

An up to date visa record can serve as proof of a visa. It is not possible to say whether a specific driver/recruiter or accommodation is authorised.

This may sound paradoxical, but it’s right, When it comes to visas and airport collection, these two questions are distinct.

The visa doesn’t automatically expire if the employer is not around. Similarly, if someone is waiting outside while their visa is in force, it does not mean that they are associated with the employer.

Saudi Arabia

The official government website of the Kingdom of Saudi Arabia, MoFA visa search, enables the individual to use identifying details to search for visa applications submitted and issued by MoFA.

Check the employer, sponsor, visa type, passport information and other information provided with your documents. A visa search should not be used as a method of identifying a driver.

United Arab Emirates

The UAE Government recommends that the user go to ICP for visas issued in the UAE cities of Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah. All visas issued by Dubai are obtained through Dubai’s GDRFA.

The successful status check is not an indication of the validity of an arrangement picked up from the airport.

Qatar

Qatar’s Ministry of Interior Visa Inquiry service allows users to follow work-visa approval and print issued visa information using an application or visa number.

Check the visa record, then separately verify the sponsor, receiver and destination.

Oman

The Royal Oman Police e-Visa tracking portal is an official visa application tracking system that was created by the Royal Oman Police, based on the information of the visa application and travel-documents.

Check with the sponsor that the driver and accommodation has been verified via a company channel.

Country specific emergency and labour channels

Only use the emergency services when it is a real emergency, security, medical or criminal. Normally, a delayed driver without danger will be dealt with initially via the employer, the recruiter and the airport service staff.

Saudi Arabia

The official emergency directory in Saudi Arabia equates 911 with the emergency number, 999 is the number for the Police, 997 is the Ambulance number and 112 is the emergency line that doesn’t require a SIM card.

The Ministry of Human Resources and Social Development has a contact centre, 19911, for the private sector labour guidance. It provides Friendly Settlement service in Arabic, English and Urdu for eligibility labour disputes, which is not available for domestic workers.

Domestic workers should seek help from MHRSD or Pakistan mission to find out the proper domestic-worker channel.

United Arab Emirates

The UAE emergency phone numbers are 999 for the police, 998 for the ambulance and 997 for the Civil Defence.

The contact centre of MOHRE is 600590000 and is open 24 hours a day. It has a Labour Claims and Advisory Centre which can be approached on 80084 and in a number of languages, including Urdu.

When seeking help with a labour complaint, remember that there are various channels available for your labour complaint, depending on whether you are a worker in the private sector or a domestic worker, MOHRE.

Qatar

999 is the number that people should dial in case of a police, ambulance or Civil Defence emergency in Qatar.

The Ministry of Labour has an official complaints and suggestions process. If the worker has just arrived and does not have an internet service, he/she should enquire from the Pakistan mission or at the airport about the correct address of the labour office, for which he/she can find a safe way. 999 is the number that people should dial in case of a police, ambulance or Civil Defence emergency in Qatar.

Oman

Oman’s emergency telephone number is 9999. Police stations/posts are open 24 hours a day.

Citizens / residents can call Oman’s Ministry of Labour contact centre in Arabic / English at 80077000. It has facilities for the complaints and reports of laborer’s.

Bahrain

The emergency numbers in Bahrain are consolidated, the police, ambulance and fire numbers are 999.

The 995 Hotline for the protection and assistance of expatriate workers is run by the Expat Protection Centre of the Labour Market Regulatory Authority. Several languages are available and issues covered include issues of exploitation, passport retention and protection in relation to work.

Other countries

Follow the official government gateway of the host country in emergency/labour channels. From the Pakistan’s directory of overseas missions, find out the address of the embassy or consulate in your country.

It is important to not apply a Saudi, UAE and Qatar complaint process to other areas.

Warning signs that require faster escalation

The absence of a driver is more of a problem when it is accompanied with other warning signs.

Escalate promptly if:

  • The employer’s official number is disconnected.
  • The company denies issuing your offer.
  • Your recruiter says you should find work after arrival.
  • A stranger asks for a transport, release or processing payment.
  • Someone wants to move you to a different city or employer.
  • The receiver refuses to show identification.
  • You are told not to contact the police or Pakistan mission.
  • Your passport is demanded before transport.
  • The accommodation address is concealed.
  • You are instructed to work for a company different from the one on your documents.
  • Threats are made against you or your family.
  • You are asked to sign a new contract before receiving food, transport or shelter.

Avoid facing suspected traffickers or fraudsters by themselves. Remain in the area where the staff are and alert airport security or police.

What not to sign, pay or surrender

If a worker is already tired, they may be willing to sign up for something that they wouldn’t have agreed to prior to travel.

At the airport, do not:

  • Sign a blank paper.
  • Sign a new employment contract without reading it.
  • Pay an unknown person for “visa activation.”
  • Give anyone your bank PIN or verification code.
  • Hand over your passport without a clear official purpose.

When buying a return ticket, don’t do so in a panic without first knowing your legal and employment status.

Returning immediately may affect:

  • Your employment claim
  • Recoverable expenses
  • The employer’s reporting of your absence
  • Your work-visa record
  • Future entry
  • Your right to retrieve documents or wages
  • Your ability to prove abandonment

If you want to make a big decision, get in touch with the Pakistan mission, immigration and labour authority in your country before you make a decision, unless you would put yourself in danger if you had to leave the country.
