How to Verify a Gulf Job Offer, Employer and Work Visa Before Paying Any Fee

Not all gulf job offer are false. A suspicious offer might be from a legitimate company, have a legitimate-looking visa picture or be a recruitment’s licence number but the work, contract or payment request could not be verified.

This is why it is not wise to solely rely on one document for Gulf job offer verification. Prior to paying a recruiter, medical center, visa agent or supposed employer, verify four distinct pieces of evidence: the Pakistan side recruitment path, the foreign employer, the official contract of employment and the work visa/entry permit.

If any of these fail, then the payment will be denied.

Use the four proof test before trusting the offer

Treat the offer as four connected claims:

A valid visa is not sufficient to indicate the salary. Just because a person is a registered company doesn’t mean he or she is in the business’s name. There is no rule that a licensed Pakistani recruiter automatically can recruit in every job that he/she posts.

The four proofs must be used for the same employment situation.

Build a verification file before sending money

Ask for complete information instead of accepting screenshots selected by the recruiter.

Your verification file should contain:

  • Applicant’s full name and passport number
  • Exact job title
  • Basic salary and allowances
  • Destination country and city
  • Employer’s complete legal name
  • Employer’s registration or commercial licence number
  • Official company address
  • Company website and domain-based email
  • Pakistani OEP licence number, where applicable

  • Recruiter’s official receipt format

Store information in one file folder. It’s not about the number of documents you are able to gather. It is to determine if the names, numbers, occupation and conditions are used the same way throughout them.

First proof: Verify the recruitment route in Pakistan

If there is a Pakistani Overseas Employment Promoter, look the recruiter up in the official Overseas Employment Promoter directory of the Bureau of Emigration and Overseas Employment. Verify the licence number, status, owner, registered head office, branches and contact information. Valid licences are clearly distinguished from expired, suspended, cancelled, surrendered and others.

Don’t stop once a valid licence has been found.

Licensed agencies without a job order are not recommended to be contacted by job seekers, according to BE&OE. It also cautions against the unauthorized representatives, deals outside the registered office, employment offers from travel agents or training centers, and employment abroad on a tourist visa.

Ask the recruiter for the BE&OE permission number connected to the position. Search that number in the official foreign-jobs database and compare:

Second proof: Confirm that the employer is real

Not having a professional website doesn’t mean that a business is not legal. The Internet can be duplicated, and e-mail addresses can be set up in minutes.

Request the employer’s full name (English and Arabic). Ask for its commercial registration/ trade-licence number. Use the official company/ commercial-register system in the country of destination to search the business.

UAE employer verification

The UAE Government’s anti-fraud guidance recommends that applicants check if it’s a legitimate company by conducting a search on its English and Arabic name in the UAE’s National Economic Register. It further suggests verifying if the email account employed for recruitment is the equivalent of the organisation’s domain.

Don’t rely on the telephone number printed on the offer letter as the only means of communication. Locate the company’s contact information on the company’s verified website or on the government’s record or public business profile.

Contact the employer and ask:

  • Did your company issue this offer?
  • Does this recruiter represent you?
  • Is this vacancy currently open?
  • Does the salary match your approved offer?
  • Is the named signatory authorized?
  • Which government system contains the offer or permit?

The impersonation of a real company can still take place. Company life and offer of authenticity needs to be verified individually.

Saudi employer verification

The Ministry of Commerce in Saudi Arabia offers a service for inquiries on the commercial-register. Employers provide registration details which the applicant can use to see if a registration exists for the company and whether the identity details in the offer matches the registration record.

The company name should also be consistent with the name of the company established in the employment-contract process on the platform of the Ministry of Human Resource Development (MQIWA).

Before signing for a visa sponsored by another company, ask for a written explanation of the legal relationship between the company and the employer. Don’t think that a mismatch that has not been explained is a normal occurrence.

Third proof: Verify the employment offer and contract

A company letterhead is not the same as a government-recorded employment offer.

Verifying a UAE job offer

If you are offered a job in the UAE, it is done via the official process as far as the private sector is concerned, which starts with a formal job offer. Before the employer applies for the first work permit, the worker will sign the offer. The employment contract must be based on the signed offer and the employer may not and should not alter the contents of the contract without the consent of the worker and in accordance with the law.

The UAE Government says applicants may authenticate a job offer by entering its reference number via the system of enquiries set up by the Ministry of Human Resources and Emiratisation. The MoHRE offer and contract service can request information like the transaction number, the passport number, nationality and the date of birth, to show the appropriate information.

The MoHRE record should match the PDF/paper that you have received as verification. Special attention to the employer, occupation, salary and contract conditions.

The UAE also guides that the employer will cover the cost of the recruitment, travel and residence permit. If an employer, who is alleged to be from UAE, requests a worker to make payment for its work permit or recruitment processing process at all, it is a serious reason to pause and cross check with MoHRE.

Verifying a Saudi employment contract

The Ministry of Human Resources and Social Development (MHSDS) of Saudi Arabia offers employment-contract management via its means, Qiwa. After an establishment has developed the contract, the employee can review the contract, and approve, reject it or request amendments. Once both the parties agree, the contract is certified.

The contract record includes the job title, length of contract, working hours, financial obligations and any other conditions of the contract. If the WhatsApp offer seems to provide a benefit which is not in the WhatsApp contract, request that the contract is amended, before accepting it.

Saudi official labour guidance additionally states that a non Saudi worker’s contract must be written and have a fixed term.

Qatar and Oman contract checks

The Ministry of Labour in Qatar offers a digital system for employer submitted employment contracts to validate them. The Ministry of Interior has separate services for the tracking of applications for work visas and inquiries about them.

The Ministry of Labour (MoL) of Oman has introduced an online platform for a non-Oman worker to view the contract registered by the employer and either approve, reject or sign it. Also, work-permit applications and allowances data can be inquired quickly using its portal.

Please be aware that UAE and Saudi screenshots are not accurate for Qatar, Oman or Bahrain. Every country has its own system of labour and immigration.

Fourth proof: Check the work visa independently

A visa check should be done via the immigration authority of the country where you received the visa not via the website provided by the recruiter.

The official result should confirm as much of the following as the relevant system displays:

  • Visa number
  • Visa type
  • Sponsor or issuing organization
  • Application status
  • Issue date
  • Expiry or entry validity
  • Occupation where shown

UAE work visa verification

After the UAE job offer is signed, the employer applies for an employment entry permit or work permit through the relevant official system. A tourist or visit visa does not authorize employment.

For Dubai issued entry permits and visas, the UAE Government directs applicants to the General Directorate of Residency and Foreigners Affairs. For Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah, applications and validity are checked through the Federal Authority for Identity, Citizenship, Customs and Port Security.

Check both the offer and the entry permit. A valid tourist visa does not become a work visa simply because a recruiter attaches it to an employment letter.

Qatar, Oman and Bahrain

Bahrain’s Labour Market Regulatory Authority provides a work permit validity search using passport and nationality information.

Portal layouts and required search fields can change. Start from the government authority’s official homepage rather than using an unfamiliar link sent in a message.

Apply the mismatch test

Before paying, place the documents side by side.

Green: Proceed cautiously

All four proofs are verified. The recruiter is licensed and connected to the job permission. The employer acknowledges the offer. The contract appears in the proper labour system. The work visa or application can be checked officially. Any required payment is documented and accompanied by an official receipt.

Even at this stage, verification does not guarantee visa approval, airport clearance or successful employment.

Yellow: Do not pay yet

The company exists, but the offer cannot be found. The recruiter is licensed, but no matching job permission is available. The visa application exists, but the employer or occupation differs. The contract is promised “after payment.”

A yellow result means more evidence is required.

Red: Stop the process

Stop when you are asked to:

  • Work on a tourist or visit visa
  • Pay into an unrelated personal account
  • Use a forged medical or experience certificate
  • Hide the purpose of travel
  • Accept a contract with a different salary
  • Trust only a screenshot
  • Send money before seeing the contract
  • Deal outside the recruiter’s registered office
  • Pay immediately because the “visa expires tonight”

BE&OE’s official guidance specifically warns applicants against tourist visa employment, unlicensed agencies, agencies without job orders and placement payments made without a valid contract and official receipt.

When verification fails

Do not delete the conversation or send more money in an attempt to recover what has already been paid.

Contact the destination country’s labour or immigration authority when an offer, contract or visa cannot be verified. Use contact details found independently on the authority’s official website.

Before paying, ask one final question:

Can I verify every major claim without depending on the person asking me for money?

If the answer is no, the verification is incomplete.

  • The official labour system shows the offer or contract.
  • The contract matches the original offer.
  • The salary is divided into basic pay and allowances.
  • The visa category permits employment.
  • The visa is checked through the issuing authority.
  • The employer or sponsor name is consistent or officially explained.
  • No one is asking you to work on a tourist visa.
  • Every legitimate payment has a written purpose.
  • Payments use an official channel.
  • An official receipt will be issued.
  • You retain copies of all documents and verification results.
