Prepare your identity and professional documents

For international employment, it is necessary to have a valid Pakistani passport. The Directorate General of Immigration and Passports (DGI&P) is the government department responsible for giving a Pakistani passport and the direct-employment registration requirement of the Bureau explicitly states the need for a valid passport and a computerized national identity card (CNIC).

Before applying, prepare a simple professional file containing:

  • Passport and CNIC copies
  • Updated CV

  • Driving license where relevant

A recruiter may once have held a license but now have an expired, suspended or cancelled status. Verification should therefore be performed at the time of application and again before making a major payment.

Understand what each document proves

Applicants often use “offer letter,” “contract,” “work permit” and “visa” as though they mean the same thing. They do not.

Check the contract before taking the job; make sure that it matches the original ad and conversation. If a recruiter states that a benefit will be provided and it doesn’t mention it in the contract, ask for it to be written.

Verify everything before paying

When it comes to exploring a job, the safest course of action is to do so prior to paying or giving up your job, or your original documents.

Always use the OEP license. Then check the permission of the job, employer, visa and contract in writing. Ensure that the employer listed on the document is the one that is associated with the job offer. Having an impressive company logo or Gmail address or an overseas WhatsApp number doesn’t necessarily mean that it’s a reliable verification.

Maintain an account of advertising, messages, contracts, receipts and bank transactions. In December 2025 the Bureau published a notice on the need for formal banking payments between emigrants and OEPs. Don’t pay cash without a receipt, and require the receipt to contain a description of the service, and the business receiving it.

Avoid giving somebody money to “reserve” a visa, but not inspect the terms of employment. Be wary of urgency to pay and don’t wire money or give out your passport without being given a purpose and receipt.

Complete the destination-country process

The destination country employment and visa process generally starts with the employer or the authorized recruiter after the job is confirmed and the employer accepts the job. There are various requirements depending on country of origin, occupation and visa type.

It is not possible to explain the Saudi employment process with the UAE rules and requirements should not be assumed the same for Qatar as for Oman and Bahrain. Some destinations or the specific qualifications needed for an occupation may require a medical examination, document attestation, police certificates or professional licensing while others do not.

If a country has a visa verification service, please check the visa in the official system in the country of destination. Check to see if the passport number, the employer, occupation and visa category match your employment contract.

Avoid coming to work on a visit visa because it is said that it will “automatically” be converted to a work visa later. Legal status and changing country depends on the laws in the country you wish to change the status to and your circumstances.

Complete Protector registration in Pakistan

According to the Bureau an intending emigrant is legally bound to secure protection of the foreign service by the Protectorate of Emigrants of the State to which he gives his consent to emigrate. Protection gives an official record of the job and can help the worker get help from the Pakistani missions and Community Welfare Attachés if an employer does not adhere to the foreign service agreement.

The Bureau is currently accepting documents such as the online registration request, visa, valid passport, CNIC, signed employment contract/approved undertaking, fee receipts, insurance certificate, and applicable NOC, police certificate and medical report for direct registration. A soft skills certificate is also mentioned on the page for the emigrants that are going directly from the country.

The Permission Number, Passport, CNIC, Insurance Certificate, Fee Slips, Bank Certificate or Service-Charge Record in addition to Foreign Service Agreement are the documents required for employment via OEP. Can I obtain overseas employment without an agent?
